About the job:
We are looking for a professional Learning & Development Specialist who is passionate about people development and enjoys interacting with people to join HR team. • Work with management to establish a talent development framework, including talent specification, talent assessment, and talent development program and succession plan.
• Design, implement and manage competency-based learning and development programs to enhance employee knowledge, skills and abilities, as well as to promote employee engagement, retention, and career development in conjunction with organization growth.
• Plan and organize performance management process along with people development cycle, i.e. probation, promotion, IDP, performance appraisal and performance improvement plan, etc. according to company strategy and objectives.
• Manage Human Resource Development System and all performance management related documents. Generate reports and analysis to further define/improve people development programs and support management decisions.
• Develop and optimize human resource procedures and programs through daily operations, up-to-date knowledge of industry trends and best practices in accordance with government regulations and ISO standards.
• Plan and implement various HR initiatives with internal and external key stakeholders in support of corporate strategy and OKRs.


• Bachelor Degree in business, human resources related majors with more than 3 years working experience in Human Resources. Project management experience is preferred.
• Familiar with competency-based training and performance management mechanism
• Good oral and written communication skills in Chinese and English
• Proficiency of MS Office especially MS Excel and PowerPoint applications.
• Creative, curious and passionate about learning & people development
• Excellent teamwork spirit, with good organizational and interpersonal skills
• Need to travel Yilan factory according to business requirements
