California School Superintendent

Dr. Helen K. Foster is an experienced California school administrator who has served as Superintendent of Schools for Coalinga-Huron Unified School District since 2015. In this role, she was the first Superintendent in the Central Valley to bring the Sobrato Early Academic Language (SEAL) program to the large English Language Learner population, as well as several curriculum-based technology programs that produced district-wide improvements in student achievement. In addition to her work as Superintendent, Dr. Foster is a Certified Administrative Leadership Coach in California, working with administrators pursuing their administrative credential.

Dr. Foster holds a Bachelor of Arts in Speech & Drama from the University of Michigan, and a Bachelor of Science in Chemistry and Math from Eastern Michigan University. She received a Master of Science (MSPH) in Environmental Engineering from University of North Carolina, Chapel Hill. She also received a Masters in Education and a Doctorate in Education from St. Mary’s College of California.

A member of the Association of California School Administrators (ACSA), Dr. Foster currently serves in the elected position on the ACSA Region IX Board as Secretary. She is also active in professional organizations such as the National Association of School Superintendents and the California Association of School Business Officials.
