Amplified New Taipei's city diplomacy and leadership by mainstreaming SDGs in New Taipei's policy structure, driving a VLR movement among Taiwanese cities, and leading a Taiwanese government official to speak on UN forum for the first time in 50 years. Created dialogues with New York, San Francisco, and AIT with fast delivery of COVID-19 PPE donation, 3 months earlier than Taipei, by coordinating with producers, donors, and the shipper, in optimized amount regarding the balance of speed and effects. Published Taiwan's first and the world's 10th SDGs VLR by communicating with the city's high-ranking officials and departments, cooperating with MoEA on energy subsidies, leading a multifunctional task force, and voluntarily crafting a cost-free website. Organized and executed mayors' overseas business trips, served as a speechwriter for various topics, such as smart cities, circular economy, aging society, and climate actions. Built relationships by initiating cooperative projects: concert, smart city MOU, firefighter calendar, youth-lead COVID response report, foreigner rights policies, with foreign governments, embassies, chambers of commerce, NGOs, companies, and startups.

Provided financial assessment for the city's major infrastructure projects: metro system, land development, and urban renewal. Proposed an award-winning analysis adopted by the mayor to save 10 billion TWD. Collaborated cross-functionally with New Taipei's departments to produce 2014, 2015, and 2016 annual budget plans. Introduced, implemented, and revised the municipal regulations on budget and accounting affairs, and advised for the national ones.

Worked with the Environmental Protection Administration on "Green Mark" to promote energy-saving and eco-friendly products throw government procurement procedures. Communicated with government officials, producers, and IT engineers, and other stakeholders to optimize Green Mark online application process. Analyzed public opinion on environmental protection, sustainable energy, and climate change issues and reported to the EPA.
