Datan Unit 7 Combine Cycle Power Plant Additional Work Site Lead Environmental Engineer
1. Executing the GE standards and procedures at site.
2. Supporting in audits, incident investigations, and Root Cause Analysis (RCA) of near-miss as well as incidents.
3. To ensure safe work procedures are being followed with respect to the company's policy, EPA, OSHA, and client policy as well as applicable regulatory, state and federal laws within areas where work is being done.
4. To ensure environmental Emergency Response capabilities are solidified and maintained.
5. Participating in project planning meetings and Outage Readiness Reviews.
6. Ensure deployment of environmental and regulatory posters / information / notices.
7. Liaising with Lead Field Engineer and Customer on the matter of potential hazards such as Asbestos, Lead, Arsenic, and Hexavalent Chrome, which may potentially impact work safety.
8. Providing classroom environmental training as required.
9. Advising the site management team to setup information in Gensuite/Works compliance.
10. Executing the weekly site environmental audits.
11. Conducting internal audits and providing recommendations to improve the audit performance.
12. Escalating accidents and incidents appropriately through company processes and procedures as well as compilation and completion of any necessary documentation .
13. Analyzing root causes to determine safety measures to prevent future incidents and provide engineering input for the implementation of corrective actions.
14. Conducting the appropriate inspections and audits to ensure corrective actions are monitored and documented.
15. Preparing, document, and submit all required EHS reports with documentation/record filing.
16. Assisting in Environmental Risk Assessment development implementation .
17. Gives advice, when required, to the Responsible Engineers for a Hazard Identification or Risk Assessment and ensures appropriate circulation of such Risk Assessment forms.
18. To Ensure the chemical management programs are complying with the SOP.
19. Managing more than 50 workers.
Datan Combined Cycle Power Plant Expansion Project Unit 8&9 Permit to Work Engineer
1. Providing a quality check on the correct completion of permits and certicates prior to issue ensuring all the necessary signatures have been obtained.
2. Ensures that all the precautions have been taken and put in place before the job, during the job and after the job to ensure safe work conditions.
3. Permanently follows up the progress of the systems turned over from construction to commissioning, which will fall then under the PTW system.
4. Ensure the coordination with the customer PTW system, if applicable.
5. Ensures that the Permit to Work Management and safety guidelines satisfy the local rules and regulations.
6. Ensures that all people nominated by the COMM/SIM/IM or OIM are trained to an appropriate level in the commissioning safety rules (PTW-Management) according to their function on site. At the end of the training, a test must be passed by all attendees of the training.
7. Ensures strict implementation of PTW Management and safety rules.
8. Feedback to EHS (PTW Management) any lessons learned during the operation of the PTW system.
9. Report company and contractor none compliances immediately to prevent accidents.
10. In the PTW issuing process, he/she receives the PTW requests, requests Hazard Identication from the
Responsible Engineers, updates the Index Log, applies the isolations and tags according to the instructions from the Responsible Engineers and places the keys in the Lock -Box. He/she puts the PTW form (signed by himself/herself and also from the PTW holder) into the Lock-Box and locks the Lock-Box. He/she monitors any changes that could affect work in progress and re-calls and re-issues PTW as required.
11. In the PTW Clearance and Cancellation process, he/she receives notications from PTW holders when they nished their works and informs the Responsible Engineers accordingly, he/she releases the keys controlling the isolation points, removes locks and tags from isolation points and cancels the PTW and updates Index Log entry.
12. In the Access Permit Process, he/she has similar responsibilities as described in the PTW issuing and
canceling process, as far as applicable.
13. Organizes and manages a ling system for the PTW documents.
14. Organizes the PTW equipment in the site ofce (locks, tags, forms, key-system, etc.)
15. Gives advices, when required, to the Responsible Engineers for a Hazard Identication or Risk Assessment and ensure appropriate circulation of such Risk Assessment forms.
16. In case of a PTW audit, he/she assists the Auditor in reviewing the compliance with the PTW procedure and implements identied corrective actions, within the timescale agreed with the auditor.
17. Collects information about all cross-boundary interfaces between GE and external scope.
18. Managing the proper application of the Permit to Work System on site according the instructions from
the COMM/EHS safety Manager.
19. Being the focal point for administration and co-ordination of all permits.
