Patrick O’Connell brings more than three decades of executive experience to his position as the chief of naval personnel (CNP) for the United States Navy, where he has focused on improving the CNP operating model. He developed a holistic plan to restructure the operating model that focused on systemic performance and reduced cost. The role has also required Patrick O’Connell to work with an onboard team with no previous transformation experience, a situation he previously encountered as an interim director for High Speed Two (HS2) Ltd. in London. His involvement with the HS2 project involved the transformation of a £50 billion next-generation rail system.


Over the course of his career, Dr. O’Connell also acquired several professional certifications, including as a Certified Major Program Manager Level III by the U.S. Department of Defense’s Defense Acquisition University (DAU). The designation represents DAU’s highest possible level for major program managers. Dr. O’Connell also achieved the title of Certified Project Management Professional from the Project Management Institute in the early 1990s. Additionally, he received multiple U.S. government commendations for management excellence, such as the Legion of Merit.
