She asked Rempel about the statistics the Department of Citizenship and Immigration (CIC) released about the number of people who have been criminally prosecuted for leaving or attempting to leave Canada illegally in 2013-14. Rempel responded that "over half" of the people were convicted of more than one offence. However, Rempel's numbers don't match with what the CBC has been reporting. Using the same data the CIC had provided, the CBC calculated that Rempel's numbers were incorrect because the numbers included people who had left the country without legal permission but had not been prosecuted. Citizenship and Immigration Canada (CIC) provides this breakdown by conviction or not: Canadian citizens: 21.5% (1,838) Canadian permanent residents: 28.5% (2,099) Spouses of Canadian citizens: 15.7% (1,282) Those with invalid or expired documents: 20.3% (1,609) Those who have died: 7.3% (556) The CIC reported that 45% of people charged criminally for illegal entry or attempted illegal entry had no previous convictions. It's possible that people arrested for entering or attempting to enter Canada without proper documentation were charged and convicted for the second time. However, this is not the only fact the CIC should be proud of. I took the data released by the CIC for those who had been charged criminally for the first time and then compared it to the crime rates for Canadians with no criminal record. There's no significant difference between the two groups. This is important because one of the reasons politicians often cite for giving the CIC enhanced immigration enforcement powers is that Canadians don't like crime. Those with no criminal record might not be as visible as those with a criminal record, but they're still law-abiding Canadians. For instance, data from Statistics Canada shows that in 2008, the year the Harper government introduced the CIC into the immigration portfolio, the crime
