Serving as Deputy Assistant Director and Deputy General Counsel with the FBI, Hayley Chang has extensive experience in legal strategy and operations. Working within the largest law-enforcement component of the U.S. Department of Justice (DOJ), she provides leadership in internal and external investigations and litigates cases. Hayley Chang oversees employment and privacy claims and provides counsel on matters of law enforcement and national security. Hayley Chang has been recognized for her work within the DOJ/FBI over the years. She earned the Director's Award for her successful efforts prosecuting an international-organized-crime conspiracy with the FBI and the Distinguished Service Award for a complex trial victory with the U.S. Secret Service. During her service as Deputy General Counsel at the U.S. Department of Homeland Security, she led the legal team receiving the Secretary's Meritorious Service Silver Medal. That award reflected the successful application of new cybersecurity authorities in mitigating threats posed by foreign actors. Hayley Chang's private-sector experience includes law-firm practice, as well as in-house experience. She served as the General Counsel and Chief Compliance Officer for a technology company. Prior to beginning her practice, she clerked for the Chief Judge of the U.S. Court of Appeals for the Tenth Circuit. Hayley Chang earned her BA at Hillsdale College magna cum laude and her JD from Cornell Law School as an honors fellow. She served as editor of the Cornell Law Review and also served as national editor of the Harvard Journal of Law and Public Policy.
