Conventional fluorescent lamps comprise a glass envelope having at one end a phosphor coating that converts ultraviolet radiation emitted by a discharge into visible light. The coating also comprises a layer of a chemical activator such as a rare earth element, e.g., cerium, praseodymium, or thulium. A metal vapor discharge path is formed in the lamp envelope. In a conventional starter type lamp, the lamp comprises a glass envelope having an elongated cathode base portion extending from one end thereof. A pair of rod-shaped electrodes, separated from each other by a predetermined distance, are mounted at the cathode base portion. Each electrode comprises a central elongated metal stem portion that extends axially through the cathode base and is secured thereto by a glass tube formed integrally therewith and extending at least partway into the base portion. A flat main body portion forms the discharge path and is secured to the central stem portions. The flat main body portion includes a conductive coating, e.g., an indium tin oxide coating, and is grounded. The glass tube has a small hole through which an arc is formed between the electrodes when the lamp is operated. A gas mixture is enclosed in the glass envelope and ionized to form a discharge arc. As the arc passes through the central electrode stem portions, it causes the tube to become cathodically charged. For proper operation, the arc must be continuously supplied with electric current by the cathode base. To accomplish this, the elongated stems of the electrodes must be electrically connected to the cathode base. However, because of the small diameter of the hollow central stem portions, it is difficult to attach a flat conductive coating at the base portion and then fuse it to the stem. More specifically, a flat conductive coating typically consists of two layers of a refractory conductive material, e.g., tungsten, molybdenum, or tungsten molybdenum. The outer layer, which is deposited on the base of the electrode, typically comprises a highly refractory material such as molybdenum-silicon, tungsten-silicon, tungsten-moly
