Carl Hoecker is a Certified Public Accountant and Certified Fraud Examiner with over 30 years of experience as a criminal investigator. He received a Bachelor of Business Administration from Governors State University in 1983 and a Master of Arts in Systems Management from the University of Southern California while working as a senior fraud investigator with the US Army's Criminal Investigations Command. Hoecker served in this role for seven years before joining the US Information Agency's Office of Inspector General (OIG). He has also worked in various roles for the US Department of the Treasury OIG and served as inspector general for the US Capitol Police for seven years, overseeing a 2,000-employee agency and $300 million budget. In this role, he established investigative standards for over 70 independent federal OIGs, which recovered more than $32 billion and led to around 6,000 successful criminal prosecutions in 2014. Since 2013, Hoecker has been the inspector general for the US Securities and Exchange Commission, where he has restructured the office's organizational structure and received the SEC Chair award for excellence in leadership. He has also significantly increased the Commission's engagement index and Leader's Lead index score.
